OrderPaper Advocacy Initiative is a civic tech non-profit organization duly registered in 2017 under the laws of the Federal Republic of Nigeria to embark on policy-related engagements and interventions, especially in the legislative space that expand the frontiers for good governance and deepen democratic practice(s).

OrderPaper Advocacy Initiative is a frontline actor in the thematic areas of Public Finance Management (PFM); Extractives transparency; Environmental Sustainability; Climate Action; Governance Service Delivery; as well as Gender and Social Inclusion (GESI). We are a member of Publish What You Pay (PWYP) Nigeria; and a key player in the implementation of the Open Government Partnership (OGP) in Nigeria.
At OrderPaper Advocacy Initiative, our theory of change is that the Parliament will fulfil its mandate of lawmaking, oversight and representation to the Nigerian people if the right crop of representatives is elected to office; the institution is provided with appropriate legislative strengthening, and citizens are well-informed and capacitated enough to demand transparent, accountable, and optimal service delivery.
To achieve this, we have designed and marshalled our interventions around in-depth parliamentary analyses, performance appraisals and legislative accountability, policy reforms, advocacy and advisory. Our interventions are enhanced by wide-scale consultations, collaborations, and partnerships between and among stakeholders such as parliaments, the executive, private sector, media, development partners, civil society organisations, and community and citizen groups, among others.
OrderPaper Advocacy Initiative was founded by Oke Epia who serves as Executive Director. He leads an innovative and versatile team of ten (10) staff members and five (5) volunteers to conceive, design and implement projects under the guidance and support of the Advisory Board.
OrderPaper Advocacy Initiative has a five-year Strategic Plan (2024 – 2028) titled Approaching the future with confidence. This plan outlines and provides a guide to implementing our short—and medium-term goals. The plan builds on the organisation’s settled niche and comparative advantage. It seeks to foster enduring partnerships required to retain its pioneering position in Nigeria and achieve a foremost status in African parliamentary monitoring and public policy advisory.
OrderPaper Advocacy Initiative is a legally registered organisation with firm footprints in not-for-profit work and social entrepreneurship. The organisation fully complies with all legal regulations guiding our work operations and fulfils corporate governance requirements, including a Board and Management structures. Our operations are guided by a set of robust policies and systems, including financial, administrative, diversity, equity and inclusion (DEI), procurement, etc, that are continually updated to meet contemporary requirements.
